Firms rush to build Olympic history

Enterprises from home and abroad are lining up to put in their bid to build Olympic venues and relevant facilities in and outside Beijing since late October.

Fifty two companies had filed a total of 117 bidding papers as of Monday, senior officials with the Beijing Development Planning Commission said Tuesday.

Twenty five of those companies are mainland enterprises vying for seven projects for the 2008 Beijing Olympic Games, said Shen Baochang, director of the commission.

"The performance by domestic companies is pretty good,'' said Shen, who added that some even bought in the entire bid papers.

Eighteen other bidders are from Japan, France, Italy, the United States and Canada. The remaining nine from the Hong Kong Special Administrative Region and Taiwan, Shen said.

Still more multinational companies are expected to purchase the 6,600 yuan (US$800) bid papers for a qualification preexamination by the end of this month when the deadline for buying the papers runs out.

The names of the bidders are still not available since all 52 companies have signed a confidentiality document with the planning committee before buying bid papers. Applicants are asked to submit all required documents to the Olympic Projects Office before December 28. Those who are selected will move on to the next stage. The final winners will be selected in the second stage, Shen said.

The committee also released several related regulations to the implementation of the Beijing Public Bidding and Tendering Regulation Tuesday, which went into effect on November 1.

Old rules that run counter to the bidding and tendering regulation will be sorted out and abolished by the end of this year, officials said.

Early stipulations such as putting up protective barriers and a regional blockade or creating more administrative examinations and approval procedures will be ironed out in line with the new regulation, the committee ruled.

In another document released Tuesday, government departments will be in charge of the supervision of relevant bidding and tendering projects.

The planning committee has the responsibility of sending out special inspectors for the bidding procedures for important construction projects in the city.

Four media outlets, China Daily, the People's Daily and two websites -- www.chinabidding.com.cn and www.bjinvest.gov.cn, have been officially authorized to carry tender notices for construction projects in the capital city.

All public tenders for Beijing-based projects must be officially posted in at least one of the four media outlets, while international tenders must appear in China Daily, the only national English-language newspaper in China.
