Beijing accepts Tsang nominee, makes Hui CS

HONG KONG: The State Council yesterday appointed Rafael Hui as Hong Kong's chief secretary for administration (CS), the SAR's second highest post.

After his appointment, Hui pledged to give his best to help Chief Executive (CE) Donald Tsang realize the administration's full potential. The post had fallen vacant after Tsang resigned as CS (and acting CE) in May to contest the chief executive by-election. After winning the bypoll and being appointed CE by the central government, Tsang recommended Hui as a suitable CS candidate to the State Council on Saturday.

After the State Council accepted his nominee, Tsang said: "I am pleased to announce that the central government has accepted my nomination. I have just administered him the oath of office, and Mr Hui will assume charge with immediate effect.

"He has the insight, the abilities and the commitment to serve the country and Hong Kong people. He and I will work well together." Hui has served the people for most of his working life. He joined the government as a junior education officer in 1970, and had risen to the post of secretary for financial services by the time he resigned in 2000. Stressing that Tsang and he are "great friends" and "partners". Hui said that being back in the government was like a homecoming."It's of "utmost importance" for the new government to stand united to be able to serve the people, he said.
