委內瑞拉總統烏戈·查韋斯·弗里亞斯是世界政壇的風云人物，人稱“拉美雄獅”。12月26日，他圓滿結束了對中國為期三天的國事訪問。訪問期間，中委兩國簽署了在經濟技術和基礎設施建設等領域進行合作的八項協議，中國企業被允許參加委內瑞拉東部15個油田的石油開發，中國承諾為委內瑞拉提供4,000萬美元的農業信貸額度。外電報道如下：President Hugo Chavez said oil and gas deals he recently signed with the Chinese, part of a strategy to reduce reliance on U.S. export markets, will boost trade with the Asian country to nearly $3 billion next year.
Speaking to reporters Monday after his return from a five-day visit to Beijing, Chavez said the trip brought "great results" for Venezuela.
The agreements allow Chinese companies to explore for oil, set up refineries and produce natural gas in the South American country, officials said earlier.
Chinese companies intend to invest $350 million in 15 oil fields in eastern Venezuela, and $60 million in natural gas projects, Chavez said Monday. Venezuela will receive $250 million next year from China for fuel oil exports, Chavez said.
Refinery表示“精煉廠，煉油廠”因為refine有“提煉，提純，使高雅”等含義。據悉，中方可以沿Orinoco河投資建設新的煉油廠。委內瑞拉的石油儲量位居南美之首，是世界第五大石油出口國。委內瑞拉這十五個油田已探明儲量有一億桶，每天可以產油100多萬桶，每個月將供給中國12萬桶油。
