為控制人才流失，我國東北部的高教機構集中之地長春市將建立“創新中心”，以發掘本地的科技優勢，并創造更好的經濟價值。

坐擁27所高等教育機構，近100所科研機構以及40個國家級和省級實驗室，長春市已建成為中國東北地區的科學、技術及教育中心。

在上面的報道中，higher learning institution就是指“高等教育機構”。在高中畢業時，絕大多數學生會參加college (or university) entrance examination（高考），通過考試后就可以接受到正式的higher education（高等教育），所以有些人不惜借NCEE migrant（national college entrance examination，高考移民）的身份來參加考試，希望以較低的分數進入一所好的higher learning institution學習。

此外，還有些人選擇參加vocational education（職業教育），或者adult education（成人教育）來深造。我國目前實行九年制compulsory education（義務教育），在此期間，學生們接受的是elementary and secondary education（初、中等教育）。
