國家基因庫將建成國際一流水平的高效基因信息數據庫(genetic information database)、可溯源性生物樣本資源庫(biological sample resource library)；圍繞生物醫藥(biomedicine)、生物農業和海洋生物等生物產業重點領域(key areas of bioindustry)搭建基因資源挖掘(tap genetic resources)的基礎性支撐平臺；保護我國珍貴且特有的遺傳資源(precious and unique genetic resources)，實現基因及數據資源共享利用，提高我國基因組數據的儲存、分析和管理能力，從而為人類健康、農業、生物學、生態環境保護造福(benefit human health, agriculture, biology and protection of the ecological environment)。
